SEALED Statements of Qualifications (SOQs) will be received for the Metropolitan Sewer District of Greater Cincinnati (“MSDGC”) by the City of Cincinnati (the “City”), as sole management agency for the operation and maintenance of MSDGC at Two Centennial Plaza, 805 Central Avenue, Suite 234, Cincinnati, Ohio 45202:

A brief description of the services sought:
The Village of Terrace Park is not served by a central sewer system, but rather by individual home sewage treatment systems (HSTS). The type of HSTS being used by the residents of the Village of Terrace Park, dry wells, are not in compliance with Ohio law. The Village has expressed an interest in joining the Metropolitan Sewer District of Greater Cincinnati to gain access to central sewer service and to be able to decommission existing HSTS. Other nearby Public Health Districts may be addressing the phasing out of this type of HSTS in different ways.
Services provided in the initial planning phase include, but are not limited to project management and initial planning services.
The planning phase will primarily identify and evaluate various alternatives for providing sewer service to the Village of Terrace Park. The planning phase will include an analysis of the triple bottom line and Net Present Value (NPV) for each sewer service alternative considered. The planning phase report will include, at a minimum: (1) recommended alternatives and associated conceptual planning cost estimates, for delivering sanitary sewer service to the Village of Terrace Park, and (2) conceptual planning cost estimates for providing local sanitary sewer collection systems within the Village boundaries based upon the recommendation determined in (1). Considerations during the planning phase will include full build out conditions, capacity restrictions within the MSDGC system, potential new treatment plant to serve Terrace Park, and potential connections to other nearby sewer systems. The planning phase will require development and refinement of a “current conditions” local hydraulic model. A range of local sewer collection system costs can be provided using parametric cost information.
