SEALED Statements of Qualifications  (SOQs) will be received for the Metropolitan Sewer District of Greater Cincinnati (“MSDGC”) by the City of Cincinnati (the “City”), as sole management agency for the operation and maintenance of MSDGC at Two Centennial Plaza, 805 Central Avenue, Suite 234, Cincinnati, Ohio 45202:

A brief description of the services sought:
The first Phase of the federally mandated Wet Weather Improvement Plan (WWIP) ends on December 31, 2018. It has been determined that as MSDGC begins planning, design and construction for projects in the second Phase of the WWIP, professional services resources for scheduling, estimating, and overall program controls management and development will be required. The capital program refers to both WWIP and asset management capital projects that make up the annual capital improvement program (CIP) budget over the next decade and beyond. The selected consultant will be required to provide on-site specialized staff for everyday schedule, budget, cost and estimating as necessary as well as, upon authorization, coordinated and goal oriented management of the capital program including, program management work necessary to comply with the needs of the Board of County Commissioners, City of Cincinnati and any governance changes that may be implemented.  The consultant’s duties will include working closely with MSDGC staff to develop plans for capital project and capital program controls process optimization, software implementation, data analytics, reporting, procedural updates, and training. Consultant shall provide services to facilitate a transition of program controls work from consultant staff to MSDGC staff. 
MSDGC currently uses Peoplesoft Financials for capital project and program cost information. In addition, the Cincinnati Financial System (CFS) is used as an accounts receivable and vendor payment software.  Primavera P6 scheduling software is utilized as well as ICE for cost estimating.  OnBase is used as a primary document management system. E-builder has been implemented for specific project applications, and SharePoint is also used to track and archive some information.  The City of Cincinnati operates on a July 1st to June 30th budget cycle and Hamilton County Operates on a January through December Fiscal Year.  All project cost data is broken down into several sub categories to reflect the Hamilton County Legislative processes.  MSDGC has and will likely continue to avail State of Ohio low interest loans.
