SEALED Statements of Qualifications (SOQs) will be received for the Metropolitan Sewer District of Greater Cincinnati (“MSDGC”) by the City of Cincinnati (the “City”), as sole management agency for the operation and maintenance of MSDGC at Two Centennial Plaza, 805 Central Avenue, Suite 234, Cincinnati, Ohio 45202:

A brief description of the services sought:
MSDGC maintains an hydraulic model of the majority of the combined and sanitary sewers. The model uses the EPASWMM engine and the PCSWMM interface. MSDGC also maintains about 600 flow and level sensors throughout the system. A number of these are installed in order to update the hydraulic model. MSDGC requires specialty service to support the Hydraulic Model.
The services will provide support of MSDGC’s Hydraulic Modeling group. This will include analysis of various issues and problems for which MSDGC requires support including the testing, evaluation, and implementation, of alternative modeling strategies; necessary presentations and reports; support of modeling initiatives; database support; and model changes. The following services are not included in this scope as they are covered by separate contracts: model calibration, model review, the development of analysis tools, and flow monitoring QA/QC.

A brief description of the services sought:
The Ohio Department of Transportation (ODOT) will be reconstructing I-75 from the Western Hills Viaduct to the Brent Spence Bridge (the Brent Spence Bridge Project).  A preliminary planning effort was initiated to evaluate potential opportunities to collaborate with ODOT as part of the reconstruction of I-75 in the areas of asset management, combined sewer overflow (CSO) mitigation, and water quality enhancement.
The previous effort involved the installation and tracking of several flow monitors in East Ohio and Central Watersheds.   Final model calibration, modeling, and alternatives analysis are required for the ODOT project and related watersheds.
Calibration of the sewer model and analysis of existing vs. proposed ODOT changes represent the most critical and immediate needs for the project.  The coordination effort with ODOT would require completion by early 2020, with model analysis finalized to 90% completion.  MSDGC requests that a draft technical memo of sewer and watershed performance for pre- and post- I-75 work, resulting CSO volumes, and infrastructure recommendations be developed with the completion of the calibration of the model.
